Why This Pillar Matters

INCLUSIVE
LAND GOVERNANCE

Uganda’s land is more than territory; it is identity, heritage, and survival. Yet millions lack secure tenure, women remain excluded from ownership, and disputes continue to fuel inequality. ARDHI champions fair, transparent, and inclusive land governance for every Ugandan.

The Challenge: Unclear Rights, Unequal Access

Millions depend on land for survival, yet few hold the papers to prove it.

In Uganda, over 70% of land is held under customary tenure, but weak documentation, overlapping claims, and gender barriers make ownership insecure. Families are displaced without compensation, women struggle to inherit land, and local leaders lack the resources to resolve disputes fairly.

Why This Matters

Secure land rights are the foundation of social justice and economic progress. Without them, families face eviction, women are silenced, and investments remain risky. ARDHI believes that every Ugandan man or woman deserves legal recognition, protection, and voice over the land they call home.

How We Intervene

Research and Evidence

ARDHI documents land injustices, examines tenure systems, and identifies gaps in policy implementation that perpetuate exclusion. We analyze land laws, administrative practices, and customary systems to expose inequalities that hinder fair ownership, access, and protection particularly for women, youth, and vulnerable groups. Our research informs national debates on how to harmonize Uganda’s land governance frameworks with constitutional rights and international best practices.

Advocacy Dialogues

We bring together policymakers, traditional leaders, reform advocates, and communities to co-create inclusive, equitable land policies. Through high-level dialogues and community consultations, ARDHI advocates for reforms that promote co-ownership, gender equality, transparency, and legal protection against land grabbing and forced displacement.

Legal Guidance

ARDHI supports citizens, cooperatives, and civil society organizations with legal literacy, dispute resolution frameworks, and model contracts that advance tenure security. We also provide technical support to policymakers and local governments to draft, implement, and monitor equitable land regulations. Our goal is to turn Uganda’s land laws from instruments of power into tools of protection and dignity.

From Grassroots to Policy Change

ARDHI bridges the gap between community experiences and policymaking. Through research, dialogue, and advocacy, we ensure that the lessons learned on the ground directly inform national laws and strategies that create lasting change.

How We Are Impacting Lives

ARDHI empowers communities to secure land rights, restore degraded environments, and adopt sustainable practices that safeguard livelihoods and ecosystems for generations to come.

How We Are Shaping Policy

ARDHI pushes for transparent land governance systems, equitable access to land, and enforcement of environmental laws that protect both people and nature.
